Joe graduated from the University of Arizona School of Law in 1971 and was
admitted to the bar the same year. He also became a Maricopa Deputy County Attorney in
1971 where he prosecuted in the name of the State of Arizona until 1984--nearly 15 years.
As a Deputy County Attorney, Joe had various sensitive assignments and duties. He
investigated, prepared, and tried major high-profile and sensitive cases related to
computer fraud, white collar crime, and organized crime and racketeering. He investigated
and prosecuted corrupt government officials, drug traffickers, and the traditional street
crimes such as homicides, rapes, assaults, robberies, burglaries, thefts, etc.
Joe taught many seminars and classes for law enforcement and attorneys on such subjects as sting operations, terrorism, courtroom demeanor, search and seizure, electronic surveillance, wiretap law and procedures, organized crime and racketeering statutes, and use of informants. He also gave classes to the attorneys in the office on the Rules of Criminal Procedure when they were amended in 1973, and he trained new attorneys in the office when he was a trial supervisor. One of Joes duties involved running the grand jury. He supervised the impaneling of the grand jurors, instructing them in their duties and responsibilities, presenting evidence to them, instructing them in the law, and presenting the indictments to the presiding judge. Because of some of the cases Joe handled, he acquired a national reputation as a prosecutor. He went into private practice in 1985.
Joe is presently a sole practioner with trial experience since 1971, with the focus of his practice in criminal law. Due to his extensive military background and experience, he practices military law--courts-martial, administrative hearings, and appeals. He does some employment law but primarily if it involves an administrative hearing where evidence can be presented before a board or commission. He takes other cases on a case-by-case basis depending on the nature of the case, his expertise in the area of law involved, and the economic considerations involved.
Joe represents people in city, state, and federal and military courts; and he is admitted to practice before the Arizona Supreme Court, the Arizona U.S. District Court, the U.S. Ninth Circuit Court of Appeals, the U.S. Federal Circuit Court of Appeals, the U.S. Supreme Court, and various military tribunals. Joe is a member of National Association of Criminal Defense Lawyers, Association of Trial Lawyers of America, American Bar Association, American Judicature Society, State Bar of Arizona, and Arizona Attorneys for Criminal Justice.
Other activities Joe has been involved in include State Bar of Arizonas World Peace Through Law Section (Chairman, and convention program chairman), Phoenix Chamber of Commerce Military Affairs Committee (Chairman), Arizona National Guard Historical Society (President), Phoenix Council Navy League of the United States (Judge Advocate), Reserve Officers Association of the United States (President, Maricopa Chapter, Department Judge Advocate, National Councilman), and Legal Advisor and President to the Arab American Cultural Association.
Joe strongly believes in the Constitution of the United States of America, and he understands that it is subject to interpretation by the courts; but he also thinks that American citizens are losing many rights expressed in the Bill of Rights. His biggest concern is that a great many people either dont know, dont care, or both.
